Project Overview

In 2021, we were contracted to construct new process lines for a major oil refinery in southern New Jersey that feeds a large-scale distribution system. Together, the refineries process crude oils to produce gasoline, heating oil, and aviation jet fuel. One plant also produces Group I lubricant-base oils and is the East Coast’s largest asphalt producer. The new lines improved the supply process and increased operational efficiency.

Key Highlights

Our Heavy Civil Group installed a dewatering well system, excavated, and installed the shoring system on both the refinery and distribution sides, uncovering previously operational underground lines. The Mechanical Group fabricated and installed all the pipe supports and new piping. Additionally, the Overhead Transmission Group relocated an existing pole and power lines.

Project Scope of Work Included:

  • Installed All Pipe Support Foundations, Light Pole Foundations and Pit Floors
  • Removed Over 1,000 Feet of Underground Existing Piping From Existing Casings
  • Installed New, 6-inch and 8-inch Piping Within 10-inch Casings
  • Performed Hydrostatic Testing for Each of the Newly Installed Pipelines
  • Performed Pigging for Each of the Newly Installed Pipelines for Debris and Dryness
  • Isolated Steam Lines
  • Installed New Tie-in Fabrications
  • Filled the Abandoned Portion of Underground Piping With Bentonite Clay
  • Performed a Nitrogen Purge and Filled 2 of the Newly Installed Underground Lines
  • Filled the Newly Installed Underground Casings With a Protective Wax
  • Formed and Poured a Concrete Pit to Encase the Piping Underground
  • Removed all Dewatering and Shoring Systems
  • Constructed a New Site Security Fence and Access Road

Challenges and Results

The main challenge was working within tight outage schedules to avoid costly client interruptions, while also managing site logistics. In this case, a working Conrail railroad line running through the site required special attention. Our team removed eight process lines running underneath the existing railroad tracks and replaced them with a new, double-wall piping system. Our team also installed all the process lines with more than 100 welds at 100% x-ray with no rejections.

By focusing on communication with the client and careful planning, our multi-disciplined approach allowed us to complete all work on both the receiving and distribution sides safely, on budget, and on schedule.
