KTC Phase II Electrical Design
Project Overview
The KTC Phase 2 Electrical Design project involved relocating a 15kV underground distribution system for our client in Falls Township, PA, on a former US Steel site. Despite numerous challenges, the Riggs Distler team met all milestones and deadlines, maintaining our commitment to quality and efficiency. This turnkey project included Overhead Distribution, Utility Civil, Electrical, and Horizontal Directional Drilling- all under one hat.
The project enhanced the functionality and reliability of the Trade Center, supporting its role as a key logistics and supply chain hub on the Eastern Seaboard. We employed advanced electrical engineering solutions, including 15kV S&C low-profile pad-mounted Vista switches, extensive underground raceway systems, and cutting-edge cable termination techniques by our 3M-certified team. This integration of modern technology in a challenging environment highlights our commitment to innovation.
Challenges Overcome
The site’s complexity posed the greatest challenge, as it was a former industrial area with substantial logistical difficulties and underground barriers. Excavation was particularly demanding due to remnants of the old steel mill, including extensive underground slag formations. Nevertheless, Riggs Distler successfully maintained an efficient workflow and met all project deadlines. By employing horizontal directional drilling (HDD) beneath train tracks to complete electrical installations, we demonstrated our capability to tackle significant challenges and deliver project success.
Results Delivered
This project highlights our capability to handle challenging environments and complex tasks while maintaining high standards of quality and safety. Previously an industrial site used by US Steel, (where Riggs Distler completed Mechanical and Electrical work in the 1950s), the location presented numerous challenges for all Riggs crews involved. Despite these hurdles, the Riggs team successfully met all milestones and completion dates for our client.
The Keystone Trade School, as part of the KTC, will further benefit from the robust and reliable infrastructure we provided, supporting training programs and employment services for the local community.

This project has earned the NECA 2024 Project Excellence Award for Transportation/Infrastructure. Presented by the National Electrical Contractors Association (NECA), these awards celebrate projects that exemplify innovation, technical achievement, and excellence in the electrical contracting industry.
Projects were evaluated on criteria including aesthetics, application, difficulty, innovation, originality, and results delivered. This recognition underscores Riggs Distler’s commitment to delivering complex electrical construction solutions with excellence and innovation.

Our Work Included
- Overhead Distribution
◦ Demolition of an existing overhead feeder line to prepare the site for new installations - Electrical
◦ Furnishing and installing four 15KV S&C low-profile pad-mount Vista switches
◦ Installing eight electrical manholes
◦ Installing underground raceways for new feeders
◦ Establishing a new underground ground system for the raceways and the new switchgear location
◦ Installing over 130,000 feet of 15KV cable, with terminations performed by Riggs’ 3M certified cable termination group
◦ Conducting acceptance testing of all equipment to ensure compliance with required standards - Horizontal Directional Drilling
◦ HDD crew performed drilling under train tracks to allow our Electrical team to complete project - Civil
◦ Performing site surveying and layout of electrical duct banks
◦ Excavating duct banks and performing concrete backfill
◦ Installing switchgear equipment pads
◦ Grading the 15KV switchgear location
